Service requests
Before submitting the declaration for non-commercial operations of complex motor-powered aircraft, the operator shall take the following steps and provide the following documentation to the Civil Aviation Agency:
- establish an organisation management system;
- establish a flight manual;
- obtain approval of the list of aircraft required equipment (MEL);
- verify the appropriateness of pilots' qualifications in accordance with Commission Regulation (EU) 1178/2011;
- enter into a cooperation agreement with the aircraft maintenance organisation.Conformity assessment
Upon receipt of a declaration from an organisation carrying out or intending to carry out operations requiring declaration, the competent authority shall verify that the declaration contains all the information required by Part-ORO and certify to the organisation that the declaration has been accepted.
Where the declaration does not contain the required information or contains information indicating non-compliance with the applicable requirements, the competent authority shall inform the organisation of the non-compliance and shall request additional information. Where necessary, the competent authority shall carry out an inspection of the organisation. If the non-compliance is confirmed, the competent authority shall act as defined in ARO.GE N.350.Receipt of services
The Civil Aviation Agency shall approve the acceptance of the declaration and carry out the oversight of the aircraft operator in accordance with the monitoring programme in which activities are carried out to determine compliance, including audits, planned and unplanned inspections. The monitoring programme shall be drawn up taking into account the specific characteristics of the organisation, the complexity of its activities and the results of the implementation of the existing monitoring activities and shall be based on an assessment of the risks involved.
