Person who is a holder of EASA member state’s FCL1, BFCL2 or SFCL3 licence or/and relevant class medical certificate can apply for change of Competent Authority taking into consideration requirements of Regulation No 1178/2011 points FCL.015 and ARA.GEN360 and the Cabinet Regulation No 255 (2023).
Transfer pilot’s licence and medical data from Latvia to another EASA member state
If a holder of FCL, BFCL and SFCL pilot’s licence certified by Latvian Civil Aviation Agency wants to change Competent Authority to another EASA member state the pilot addresses the chosen Competent Authority of the EASA member state with an appeal about starting the process of Competent Authority’s change. More detailed information about the process can be obtained in the accordingly chosen EASA member state’s Competent Authority.
Transfer pilot’s licence and medical data from EASA member state to Latvia
FCL, BFCL and SFCL pilot’s licence issued by EASA member state and/or medical data of civil aviation personnel can be transferred by the Competent Authority of the respective country about person who corresponds to the following criteria :
- Is Latvian citizen, is Latvian non-citizen or foreigner who, consistent with immigration law, has legal basis to stay in the Republic of Latvia; or
- Is foreigner who has legal employment relations with an aircraft operator about piloting aircraft registered in the aircraft register of the Civil Aviation Agency of the Republic of Latvia.
Following steps:
1.step. A person submits an application about the change of the Competent Authority – form and adds following document copies:
1) passport or ID card;
2) existing pilot’s licence (if any);
3) the most recent (current) medical certificate;
4) other documents which confirms the rule of law for the change of the Competent Authority (residence permit, employment contract etc.).
Documents are submitted electronically to the address: FCL@caa.gov.lv in PDF, JPG and JPEG formats. Submitted documents are examined by Latvian CAA during 5 working days after receiving.
2.step. If legal basis corresponds to the change of the Competent authority Latvian Civil Aviation Agency sends request about pilot’s licence verification and medical data forwarding to the person’s existing Competent Authority.
3.step. A person is notified (by email or phone) of order and necessity for change of the medical certificate, once the Latvian CAA has received the required medical information and reviewed their correspondence with the Latvian CAA regulations regarding obtaining a medical certificate
4.step. After receiving Latvian CAA personnel medical certificate or medical report a person submits documents for receiving relevant Latvian pilot’s licence to the Latvian Civil Aviation Agency.
