Documents for obtaining Latvian pilot’s licence are to be submitted electronically to the following address : fcl@caa.gov.lv

Application for obtaining pilot’s  licence is to be submitted in WORD or PDF format. Other documents could be submitted in such formats : PDF, JPG, JPEG.

Documents added to the application must be in Latvian or English languages.

Application can be signed electronically by e-signature or personally by hand.

Submitted documents for obtaining pilot’s licence are examined during 10 working days from the submission day. Examination term can be longer if additional information or documents are required.

For obtaining NAPL, LAPL, PPL, BPL, SPL or CPL licences not later than 6 months after passing skills test following documents are to be submitted :

  1. Application for the relevant pilot’s licence category;
  2. A copy of an identity document (passport or ID card);
  3. At least one parent’s or notarial certificate of an authorized guardian (if a person is younger than 18);
  4. A copy of a certificate about passing theoretical exams in an Aviation Competent Authority (is not to be submitted if exams are passed in Latvian CAA);
  5. A copy of a certificate about completion of a relevant training course programme;
  6. A copy of the Training organization’s certificate or attestation (if training course programme is completed in a Training organization not certified by Latvian CAA);
  7. A copy of a MED section of the health certificate.  Applicant for NAPL licence can submit a copy of B category medical certificate of the driver of a transport vehicle or screenshot from the CSDD homepage about the validity of a certificate of the B category transport vehicle driver (person’s name and surname must be visible);
  8. A copy of a certificate about the proficiency level of the English language according to the requirements of REGULA Nr.1178/2011, Appendix 1, point FCL.055 (Applicants for NAPL, BPL, SPL licences are not required such certificate);
  9. Copies of the pilot’s logbook (all pages with records of training and test flights);
  10.  Copies of the training records.

Evaluating each case individually, applicant can be required additional information or documents.

1.step.

To obtain Latvian CAA confirmation of the applicant’s compliance to the requirements of EU Regulation No 1178/2011 points FCL.510.A or FCL.510.H. In order to receive such confirmation following documents are to be submitted :

  1. An application for compliance assessment of initial ATPL;
  1. A copy of an identity document (passport or ID card);
  2. A copy of the existing CPL or MPL licence;
  3. A copy of the Part- MED Class 1 medical certificate;
  4. A copy of the certificate of ATPL theory exams (with the results of the passed exams) (not to be submitted if exams are passed in Latvian CAA);
  5. A copy of the certificate on completion MCC training course (not to be submitted if it was already submitted to the CAA when obtaining first  type rating);
  6. A copy of the certificate about the proficiency level of the English language according to the requirements of EU Regulation  No 1178/2011 Appendix 1, point FCL.055;
  7. Copies of the pilot’s logbooks (pages with the pilot’s total flight (time), all pages where necessary PIC and PICUS flights’ hours are recorded. All PICUS flights’ hours must be signed by the captain responsible for the flights).
  8. Competent Authority’s approved operator’s PICUS registration form where the pilot’s PICUS flight hours are recorded.  

CAA provides  conclusion whether ATPL applicant corresponds to the requirements of EU Regulation No 1178/2011 points FCL510.A or FCL510.H and indicates what additional measures should be taken to reach correspondence (if necessary).

2.step

If ATPL applicant has received conclusion that he/she corresponds to the requirements of EU Regulation No 1178/2011 points FCL.510A or FCL510.H, he/she can apply for ATPL skills’ test.

3.step

To obtain ATPL licence, not later than 6 months after passing skill test, following documents must be provided :

  1. Professional pilot’s licence (CPL, MPL, ATPL) submission form;
  2. ATPL qualification form (relevant airplane category);
  3. Pilot’s logbook (with passed skills’ test record);

Evaluating each case individually, applicant can be required additional  information or documents.

For repeated receipt of the pilot’s licence of the same category, relevant pilot’s licence category’s submission form is to be submitted and documents’ copies, which are connected with the repeated pilot’s licence issue necessity, are to be added.
