Skill tests, proficiency checks and assessments of competence for MPA and PL type ratings and the issue of an ATPL and an MPL, for SPA and helicopters should be conducted in a FSTD, as laid out in Part FCL.
Skill Test and Examiner Assessment of Competence may be performed only after approval by the CAA. The applicant does not need the CAA approval to pass the proficiency check.
The Examiner is not allowed to enter any new rating in the licence after passed Skill Test or Examiner Assessment of Competence. The Examiner may only enter the revalidated or renewed rating in the pilot’s licence if the rating is still included in the licence.
On the 17th of March 2015 the new Commission Regulation (EU) No. 2015/445 amending Commission Regulation (EU) No. 1178/2011 laying down technical requirements and administrative procedures related to civil aviation aircrew becomes applicable. As a consequence of this holders of an Examiners Certificate issued by any EASA and affiliated States other than Latvia shall not conduct Skill Tests, Proficiency Checks or Assessments of Competence of the Latvian licence holders, unless he / she have reviewed the latest available information containing the relevant national procedures of the Civil Aviation Agency of Latvia. This information can be found in The Examiner Differences Document published on the EASA website.
In accordance with FCL.1030(b)(3)(iv) by filling in the Latvian Skill Test, Proficiency Check or Assessment of Competence form Examiner shall declare that Latvian specific administrative procedures have been reviewed and applied.
Prior to each skill test and examiner assessment of competence, except for airline transport pilot licenses, the responsible training organization or the person who carried out the applicant's training, after successful completion of the training course, recommends student for examination by submitting a completed Skill Test/Examiner, Instructor Assessment of Competence Application and Examiner Designation form via e-mail Armands.Ozolins@caa.gov.lv at least 5 business days before the desired test date.

To apply for initial airline transport pilot licence skill test, the applicant shall:
- Apply for experience compliance assessment of initial ATPL licence. See details in section Applications for the licence issue
- After the approval of experience compliance assessment independently send in the completed Skill Test/Examiner, Instructor Assessment of Competence Application and Examiner Designation form.
